Our organization, Matrix Community Outreach Center, is dedicated to serving the underserved community in Okaloosa and Walton County through a multifaceted approach that addresses various needs and challenges. We operate as a local nonprofit, guided by a board that focuses on providing for the unmet needs of the community.
At The Matrix, we believe in bridging the gaps between needs and resources through advocacy, education, partnerships, and volunteer efforts. Our mission is to foster strong and healthy communities by offering support, guidance, and resources to those in need. With a ‘hand up, not a handout’ motto, we aim to empower individuals and families to overcome challenges and thrive.
One of our core programs is the Generation Next Kids Program, a partnership that supports housing-vulnerable students referred to us by the school district. This initiative provides essential resources such as food, clothing, hygiene kits, and educational support to ensure that every child’s needs are met. Additionally, our case management services offer these students personalized assistance helping them navigate resources and find stability.
Our services extend to homeless individuals in the community through programs that of our H.O.P.E. program that provides cold weather shelter during winter months in collaboration with Walton County Emergency Management. We also operate a thrift store boutique that offers low-income resources to the community while generating income to support our outreach programs.
In partnership with agencies like the Department of Children and Families, we provide access to SNAP benefits, Medicaid, and other essential services to individuals in need. Additionally, our collaboration with the National Caucus and Center on Black Aging (NCBA) facilitates the placement of seniors in part-time training positions, helping them re-enter the workforce with new skills and opportunities.
During times of disaster activations, the Matrix serves as the Human Services Branch Director in partnership with Walton County Emergency Management and the Walton County Board of County Commissioners. This role involves overseeing emergency support functions, coordinating volunteers and donations, and providing critical assistance to the community.

During the unprecedented challenges brought about by the COVID-19 pandemic, Matrix Community Outreach Center found itself at a critical juncture that tested our resilience and financial sustainability. As an essential service provider, we continued our operations without interruption, ensuring that our community had access to vital resources and support during a time of great need.
One of the significant initiatives we undertook was the establishment of pop-up pantries (PUPS) across Walton County, providing essential food supplies to thousands of individuals and families. The scale and impact of this program were tremendous, with over 3.2 million pounds of food distributed over an 18-month period.
However, the financial strain resulting from these unbudgeted costs incurred during our pandemic response has posed a significant challenge. As a nonprofit organization authorized to provide essential services in partnership with the county, we have sought reimbursement through the state’s public assistance program. Despite submitting thorough documentation and appeals for reimbursement, we are currently facing delays in receiving the necessary funds.
These financial constraints have forced us to make difficult decisions, including reducing staff and scaling back some of our daily services. The impact of this situation on our organization’s operations and ability to meet payroll has been profound, highlighting the critical need for timely funding and support during times of crisis.
While navigating this challenging period, we remain committed to our mission of serving the community with dedication and compassion.
